TAP Advisory Board

The Telecommunications Access Program (TAP) of KY Advisory Board's role is to provide advice and guidance to the Kentucky Commission on the Deaf and Hard of Hearing (KCDHH) and to the staff that manage and operate the TAP.

The TAP Advisory Board consists of:

  • Two (2) deaf consumers
  • Two (2) hard of hearing consumers
  • Two (2) speech impaired consumers
  • One (1) KCDHH Commission Chair
  • One (1) KCDHH Commission member
  • One (1) Kentucky Telephone Association representative
  • One (1) non-voting Public Service Commission representative
  • One (1) KCDHH Executive Director (Ex-officio)
  • Two (2) TAP staff members (Ex-officio)

All meetings are open to the public. If you are interested in joining the advisory board or attending a meeting, please contact the TAP staff.

Currently our Board members are:

Louis Fowler, from Union, KY is a deaf consumer who joined the Advisory Board in 2003.

Jeremiah Ziehr, from Owensboro is a deaf consumer who joined the Advisory Board in 2003.

Bob Stuckey, from Louisville is a hard of hearing consumer and Chair of the Board who joined the Advisory Board in 2005 and assumed the role of Chair of the Advisory Board effective July 2006.

Mindy McGirt , is a hard of hearing consumer from Frankfort, KY who has served on the Advisory Board since 2007.

Johnny Lawson is a speech impaired consumer from Berry, KY, and has served on the Advisory Board since 1999.

Jim Stevens has served as the Kentucky Public Service Commission representative since 1998.

Shannon Caldwell is a hard of hearing/blind consumer from London, KY who has served on the advisory board since 2007.

Forest Skaggs has served as the Kentucky Telephone Association representative since its inception in 1995.

Cole Zulauf and Wilma Wright are on staff at KCDHH and manage the day-to-day activities of the TAP.

Nina Coyer is a deaf Commissioner from Lancaster, KY and became Chair of the KCDHH Board effective July 1, 2009. She also began serving simultaneously on the TAP Advisory Board.

Virginia Moore is on staff at KCDHH and has oversight of the TAP.
